- Report on reallocation
-
- ARRL's effort to protect Amateur frequencies in the 13 cm band from
- reallocation is a step closer to success with the release this week
- of a report from the FCC to the Commerce Department that strongly
- supports continued Amateur Radio presence in the band. The report
- disagrees with NTIA's preliminary recommendations that large
- portions of the band be reallocated for other uses.

- The frequencies that NTIA had identified for possible reallocation
- consist of 2300-2310 MHz, 2390-2400 MHz and 2402- 2417 MHz, which
- have been shared by Amateur Radio on a secondary basis with
- Government services. When the process is completed, FCC will
- administer the reallocation of frequencies identified by NTIA.

- While the FCC report praised NTIA for its efforts, it stated that
- the NTIA proposals require modification. FCC cited concerns in the
- Amateur community that reallocation would disrupt Amateur operations
- in the band, and that NTIA failed to meet the statutory requirement
- that it attempt to determine the extent to which the band could be
- shared with the Amateur service. The report noted that ''the largest
- factor affecting the future use of these bands is their existing
- availability for use by the Amateur service.''

- President George Wilson, ''it is beginning to look like the comments
- filed by knowledgeable West Coast hams combined with the League's

- On HF? I hear it all on the time on VHF. Keying all over each other,
- timing the repeater out and this is all in the presence of a courtesy
- tone. And yes, it's usually a fossil call sign that causes the problems.
- (Please note that a Fossil is anyone who can remember when you had to
- touch two wires together for CW.)

- Hi All!

- I just got my license a few weeks ago, and I noticed a
- conversational oddity that I hadn't expected. The simplex
- nature of conversation is kind of difficult to get used to.
- When ragchewing, you *have* to say something when the other
- person unkeys their mike. This is in contrast to normal
- conversation, where a person will usually continue to talk
- if a response is not elicited. Sometimes the person I'm
- talking to will stop talking, and I won't have anything to
- say. I feel like I can't just sit there, so I have to come
- up with some banal comment or something.

- Obviously, this phenomena is less of a problem when there
- is an actual purpose to the QSO (like a contest or something).
- I'm curious to learn if anyone else has this problem, or are
- most people simply too talkative anyway? I'm currently taking
- a linguistics course, and we will be studying 'conversation
- analysis' in a few weeks. I'll report back if I find any
- theoretical foundation for this type of conversation anomaly.

- teachers (mostly) are not computer-literate and I've
- talked to many (in several states/regions) who have
- not even computerized their gradebooks. (Which really
- ought to be minimum teacher usage!)

- radio into the schools, you need decent donated
- equipment (keep your SB-100s and give the school
- at _least_ a current entry-level soldi-state hf
- transceiver, a decent packet station, and good
- antennas that are solid and well-placed to do the
- basics and also do SAREX). Then you need knowledgable
- volunteers who can teach the material AND reach the
- age group involved. And coordination that makes a
- shuttle launch look like childs play!

- I don't agree with that opinion. I still do a lot
- of teaching and have generally rejected computerizing
- my gradebook. I've given it several attempts and the
- most productive one was a gradebook program I wrote
- myself. But, even in this one there wasn't enough
- flexibility to handle the needs of individual classes,
- weather schedules, emergencies, etc.

- It is a common delusion to assume that computerizing
- something is inherently "better" than the manual
- version of something. Perhaps, in your mind that
- makes me "computer Illerate", but I prefer to keep
- control of my grade recording and reporting mechanism
- myself. Computer just gets in the way. I don't have
- single classes of more than 30 or so and I don't
- need a computer to help me keep track of 30 or so
- people at a time. Just a waste of a computer resource
- for me. Others I know find the computerization has
- made them more productive and for them computerization
- is great. It is for the individual teacher to decide
- not for those not on the spot.
